Basically the used laptop market will start at $300 and go up from there.  If you are paying below $300 for a laptop I would suggest that you do your research.  It is either a completely obsolete laptop or is stolen.  Remember you will always get what you pay for in the computer industry.  So be very skeptical about the deals that are offered to you in the used laptop market.

What you should look for in a laptop is compare the specifications to the price.  A good rule of thumb is to take the price of the laptop and divide it by the speed.  So if you have a $300  PIII 500mhz laptop, the formula would be 300/500 = 0.6 $/mhz.  Use this formula as a base and then compare the hard drive size and amount of RAM memory.  Always compare Apples to Apples.  A lot times you can get turned around by the various descriptions.  Using this formula will help clear the air.

Given the formula above if a laptop was a 900 mhz at $480 and you found that the normal cost on the web was $0.6.  That laptop would be a good used cheap laptop.
